Sandra Lomax

Until recently Sandra was Assistant Director of Information Assurance at a large city council where she established multi agency data sharing and culture change in all aspects of information management. During this time she was the Caldicott Guardian for Adult Social Services and was a member of the UK Council of Caldicott Guardians. During her seven years with the Council, Sandra was also responsible for Major Projects, Procurement, IT and Customer Services.

Sandra has been appointed as the Vice Chair for the UK Caldicott Guardian Council (UKCGC). She will be supporting the new Chair, Christopher Bunch, in delivering the ambitious aims of the Council over the next three years as identified in the new constitution.

Previously, Sandra worked with over 40 organisations, including the health sector, advising on innovative solutions to integrated care and improving cross cutting working arrangements.

Sandra’s successes include:

  • Vice Chair for the UK Caldicott Guardian Council (UKCGC)
  • Training over 5,000 staff in protecting information
  • Establishing SIRO forums (police, fire, transport, NHS, councils) and multi agency working to agree a shared approach, implement best practice and scenario plan case studies
  • Input into a wide range of national consultation including: Privacy Impact Assessment, use of e-mail and elected member guidance
  • Achieved 97% compliance with policies
  • Implemented a change in culture: 100% staff surveyed agreed “information security is everyone’s responsibility”
  • Influential in persuading a wide variety of organisations across West Yorkshire to sign up to a single data sharing agreement which now has over 35 signatories.

Since 2003 Sandra has undertaken a national and international role as a public speaker and influencer on project management activity through her role as a Director, Chairperson and Non-Executive Director of the Best Practice User Group. This in depth knowledge ensures a practical, non bureaucratic approach to implementing minimum processes which deliver outcomes, often referred to as “Prince light”.

Achievements during this time include:

  • Developed and implemented an organisation wide framework for project, programme and portfolio management processes which enabled more projects to be delivered on time, to agreed quality and within budget
  • Established a programme management office and improved management information significantly on all projects activity to ensure fit for purpose reporting at each level
  • Delivered formal and informal Gateway Reviews to Senior Responsible Owners
  • Established quality assurance arrangements for independently checking projects
  • Delivered extensive training and awareness programmes including an innovative ILM Level 3 and 5 qualification with the Chamber of Commerce to improve internal capabilities matched to organisational needs in a consistent, repeatable way.
  • Externally recognised as “excellent” in programme and portfolio management within 18 months of developing and implementing the approach
  • Project Directed a number of schools as part of the Building Schools for the Future programme.
